An Institutional Analysis of the 2026 DoD Chaplain Uniform Reform Policy

Considering the Department of Defense Policy removing insignia of rank from the operational uniform of military chaplains, this paper examines the institutional question of whether the policy carries implications extending beyond uniform appearance by altering the visible expression of commissioned status for one category of commissioned officer. It approaches that question through four related perspectives: the historical development of military chaplains within the commissioned officer corps, the statutory framework established by Congress in Title 10, the institutional implications of the policy as publicly implemented by the military departments, and several questions that may warrant further institutional consideration.
